After an illegal weapons bust goes bad in upstate New York, Roger Chambers (Michael York), a retired diplomat, loses his only son Andrew (Adrian Paul), an undercover cop, in the cross fire.Andrew's partner NYPD detective Rudy Sousa (Robert Madrid) vows to avenge the death. After informing Roger of his intentions, they decide to embark on a quest to bring the killers to justice, only the death merchants have fled and are hiding in Russia.
