In essence a military trial, which tries to examine when is force justified. An officer rescues an American diplomat from a riot situation in the Middle East, in the process ordering his troops to open fire on a hostile crowd, resulting in 83 civilian deaths. The US decides to charge him with murder. He calls on an old comrade-in-arms to act as his lawyer, who reluctantly agrees.
