Jean-Claude Van Damm reprises his 1992 role as Luc Deveraux, the product of the top-secret military experiment involving cyborg technology. Now, Deveraux is training of the new breed of Universal Soldiers, which are stronger and faster than their prototype instructor.
Upon overhearing that the Unisol program will be shut down, the supercomputer S.E.T.H. takes charge of the Unisols and puts plans into motion to preserve itself. Under the leadership of Romeo, the Unisols' first mission is to bring in Deveraux to enter the code to stop the self-destruct countdown. Deveraux is not willing to comply and the stage is set for the free-thinking to battle the mind-controlled.

Sekandar Sayghani: This movie is Van Damme's best movie so far.
Scott Whisenhunt: I thought the movie was fair but it lacked the edge of your seat feel. First of all, Van Damm was not a Unisol and I am sure that many people would have like to see him as one. At the end when S.E.T.H. gets his human body he is so strong and Luc has a very tough time defeating him. S.E.T.H. was actually too strong for Luc so he would not have just died that easily. Luc should have turned back into a Unisol to be able to defeat S.E.T.H.
