An ace police negotiator is framed by some other cops. He reacts by kidnapping the ringleader, and some innocent bystanders too. The cops bring in their best man, and so the game between the two of them commences. They need to sort out the situation, as well as the frame-up, before the SWAT team or the FBI storm in.
