Kiddie action flick. The Rangers must win the prize money from an upcoming martial arts competition to save a shelter; Rocky hurts his back and one of the shelter's children takes his palace to become the new Blue Ranger; and, with the help of their new turbo cars, the Rangers have to save a hobbit-like creature from the evil Divatox, who needs his powers to release her fiance from a volcano prison.
