187 is the Californian penal code for murder. A teacher in a rough neighbourhood has his career changed by some nasty students. When he recovers, he goes to work in another school, which is even rougher. He tries the gentle, decent approach, without success, before deciding he needs to be somewhat rougher. From there, the film turns into a standard revenge yarn, with echos of several Clint Eastwood roles.
